The Ministry of Business, Innovation, Employment (MBIE) have handled your request in accordance with the Official Information Act 1982 (the Act). Cellular towers operated by the commercial mobile network operators, such as Spark and One NZ (Formerly Vodafone NZ), are privately owned and MBIE does not maintain a list of their locations. However, MBIE does maintain a register of radio transmission licences which includes data identifying the site of transmission in relation to each licence. The register is publicly accessible at https://rrf.rsm.govt.nz/ui/ and can provide an indication of cell tower location in relation to radio transmission licences. By following the “Search Licenses” tab you will be directed to a page where you can refine your search by location. A map will then be displayed, showing the location of radio transmission licences. The Register is also available from here: https://www.rsm.govt.nz/. As this information is publicly available, MBIE is refusing your request under section 18(d) of the Act, that the information requested is publicly available.
